I hope you didn't buy that house. You'll never get rid of the odor. You might think you have temporarily and then you'll get a damp or humid day or humidity from your showers and phew!!! You also have a health concern. Urine has penetrated the porous floor boards and it will have penetrated the flooring under the rugs also so replacing the rugs will do no good.
