The only way to remove a burn is to cut it out. If the carpet has a deep pile you may be able to trim enough of the pile to remove the burn so it is not noticeable.
In a low pile the best bet is to get a tool called a "cookie cutter" and it cuts a circle out of the carpet that you can replace with a piece of carpet from out of you closet. It's a good idea to seal the edges of the patch and cutout with latex or even Elmer's glue before putting them together on your floor.
If the low pile is glued down the just glue the piece in making sure the patch is in the same direction as the main carpet.
If it is over pad the best bet is to get self adhesive seam tape, it's like fly paper with nylon thread running through it, you can find it at Home Depot and you get fifteen feet for about five or six dollars. you place that under the main piece then stick the patch into the hole. Again make sure that the pile of the carpet is in the same direction as the carpet on the floor.
