David, something is wrong with the surface you are staining, not the stain you are using. Peeling paint and stain are caused by something wrong with the surface, not the product. There may be some sort of wax, or a chemical in the pores of the wood that is causing the stain not to adhere and soak in properly. It may need to be chemically stripped. Behr does make one (blue bottle at Home Depot), and there are others out there as well. Behr does "own up" to problems that people have with their products, and I've had experience with them. Call or e-mail them again, perhaps send them a sample, and they can tell you how to fix it.
