Lawnmower - sparkplug covered in oil

My lawnmower wouldn't start.. I checked the sparkplug & it was covered in oil. Thick, black oil...

What's the probable cause of this? Is it because the engine is running too slow? (It always sounds as if it's sputtering.. I can't seem to find a way to increase the throttle.. It's a Lowe's YardMachine - B&S engine - no throttle control - automatic choke.) Or is it maybe because the air filter was clogged?
