did you get this to run yet? If not, clean the filter, replace the plug, and check the oil level. If oil is low,just top it off. See if you can get it started. If it runs and doesn't smoke from the exhaust, theres a good chance the rings are ok. Then you can change oil (30w) and possibly replace air filter. This should be done as routine mantainence anyway. If it does need internal work and you want to DIY, you have to consider time, your skill level, and of course having all the tools to do the job. If taking it to a shop you have to weigh the repair bill against the cost of a new mower.
