Painting over Second Layer of Wallpaper

As you know, removing wallpaper is not easy. I removed the top layer of the wallpaper but can I leave the glue paper there and prime then paint the wall? Or, do I need to remove the glue side too? It's so hard and Dif does not make it any easier.
