Assuming the element is not hot, most likely the contacts on the thermal limiter/switch are welded together...Most ranges that I have worked on with this problem, have needed a new element, as the thermal limiter/swtich is not available separately..there could be other reasons for this, but the thermal switch is the most likely cause.......
