Removal of soot, does not sound like soot if the technician said its not

Did the technician confirm that it was soot?

It does not sound like it sounds more like build up from cooking to me. When you cook, particles of food, oils and steam leave the cooking area. This can even be caused by a microwave, but is generally caused by extended periods of cooking. In an enclosed house. The particles cool and stick to the walls. This used to happen in my Grandmother's house all the time. We would have to scrub the walls down once a year. She did not have an exhaust fan that vented to the outside in her kitchen.

I have more recently found a product that cuts through the material more easily and takes most of the work out. Try "Goo Gone" It is available at lows and many other home improvement stores. Test in a small area before spraying on your walls as you would not want your walls permanently stained. On Utensils it should work easily.
