Michele, I suggest that you use the telephone. Call the people that did the painting and have them come out and fix it.
I think that they will have problems if it really is oil based paint since oil based paint and the probably clear finish on your molding have the same solvent. What removes one will remove both. If it is water based paint, they may be able to use ammonia if they get to it quickly.
