It does sound like a vent problem. Is the basement bathroom vented? It sounds like when the basement bath is in use and the pump is ejecting waste, it is creating a vacuum in the vent. This will cause the gurgle sound in the toilets and other traps, and siphon the water from them. This is probably the cause of the smell in the laundry...the water in the trap has been siphoned out and sewer gas is entering through your washer drain. I would say you either have a clogged main vent or a problem with the basement bath vent.
