The preferred method of applying a vapor barrier is to apply a polyetylene plastic to the framing prior to installing drywall. And I agree, the most common ceiling paint is a latex flat. Its hard to judge how important a vapor barrier might be given the information in your post. What are the normal low winter temperatures and humidity in your region?
