Removing an initial bad auto paint job

I have a '95 Dodge Caravan still kept in excellent mechanical condition, which I bought as a used car. Although the paint that year was admitted to be defective by the company, they tell me that as a second owner, I have no recourse to them or the dealer. The paint is now peeling off like it has a bad sunburn. Is there any way that a do-it-yourselfer can now completely remove the remaining paint in order to minimize the cost of a proffessional job?
