Basement wall cracks

Mr Vila,

I removed rotting paneling from a basement wall. I found several horizontal cracks in the wall that are maybe 5 pieces of paper thick (Guess 1/32 to 1/16 ") and maybe 6 to 8 feet long; one looked like the profile of a set of stairs. I know there is some drainage entering the basement through these walls because of the rotting wood and some standing water after a rain, clear looking water. The Walls have a very small bow to them. Can you please tell me a good rule of thumb regarding when a wall needs to be replaced, (Acceptable bow, size and shape of cracks)? If I can do anything right now to prevent futher damage? Should I use hydraulic cement to fill the cracks to seal the walls? This is my first time writing to you or reading your Forem.
