This room, being in its former life a kitchen or laundry most likely has a 30amp or 50 amp circuit.(dryer or range) If you change the 220v breaker to a 15 or 20a. 110 and eliminate one hot leg you will have 110v leaving the panel, but what do you suggest Frank do at the receptical end? Obviously, the box and outlet has to go. If this circuit was a 50a wired with #6 wire, how is he going to fit it into a regular outlet box and how do you wrap a #6 wire around a screw on 110v 15 or 20a receptical?
