The delivery truck driver is clearly at fault and is required to carry commercial insurance. He is in no position to negotiate. If you want to help him out, I guess the structure could be set into fresh mortar at the foundation base. The labor costs (2-3 guys to lift or tip this thing onto a new mortar bed) is his cost. If that is not acceptable, he can pay for a new one. My approach would be, if the driver or his company make all the arrangements and get the job done, you will call it square. No harm, no foul. Barring that, the insurance should be contacted to make an appropriate adjustment.

You should not have to lift a finger except to dial.
