I had z brick in my house I used a thin pry bar and hammer to pry off the brick then I used a putty knife and a hammer to get behind the mortor and pull the first layer of paper off. this worked good in most places ... sometimes the drywall would give way and there would be a hole. Then I just plastered/mudded the wall flat so I would have a new work surface. In your case I would think it would be fine to pry the brick off thin coat the new morter over the old. let it dry flat and then apply the seccond coat of morter for the ceramic tiles.the first coat wil fill any voids and seal the old morter so it dosn't chip off and get in your new morter.
