Lifting shingles

I recently had new seamless gutters installed, the installer used the existing flashing / drip edge. In the process of nailing the gutters to the drip edge then to the facia, they took what was probably a 135 degree angled flashing and made it a 90 degree bend after tacking it and gutters to the facia.

Now some of the shingles are lifting because the flashing that is up under the first row of shingles is lifting where it looks like there was a minimal amount of nails used to tack it to the roof sheathing.

I thought about lifting the shingles enough to resecure the weak areas, but should I use something like tar or caulk just under the first row of shingles to get them to stick down again?? the shingles seem to be laying down somewhat ok where I rescecured the flashing as a test. Ideas, comments.......Thx!
