painting wall paper

A house that I am refinishing has 2 layers or wall paper. The first layer just stripped right off with no steam and hardly any scrapping. The last layer is on tight and I am resisting taking it off for two reasons: 1) I am afraid that I would be uncovering small cracks and imperfections, 2) It would take many more hours that the first coat. What I really want to do is paint over the last layer, maybe using that new suede look paint. Any suggestions on steps that I need to take.
