1960s craftsman 6hp riding mower

I have this mower that was just brought back from the dead and I am a little concerned. After the mower has been running a while with the gear and blade engaged, and I then go in neutral and disengage the blade, it suddenly zooms to a very undesirable and scary rpm. I don't want to get a leg taken off with the thing. I did notice that the spring leading to the governer is gone--could this be the problem. Please help me.
