Did YDH maybe staple the wire in place and nick one of the tiny wires inside? Did he maybe pull to hard or kink and break one of the wires?
Since you know the wire through the window works just disconnect that at the outside box, reroute it and carefully install it and reconnect it exactly the same way it is now connected.
