Floor problem with tile

We have a tiled shower that's approximately 20 years old.
The floor is composed of 1" tiles, which are coming off in
the process of repairing grout. The supporting layer under
the tile is no longer hard, but is moist and breaks up very
easily. Should I remove the entire floor with the under layer and install new tile? Are there any other options
or materials to consider
