With all due respect to Tomh and K Smith, that pipe at the end of your septic field is indeed a vent, and must remain where it is. It allows ventilation from the end of your field, up through the septic tank, and finally up through the vents on top of your house roof. It serves a secondary purpose for inspection of the field for any standing water.
I would not close off the vent, but rather hide it with a decoration of some type. I would also not lower it too much. You do not want surface water from rain or snow melt running into the septic field.
The clean out cover could be lowered if the tank is not too close to the surface. It can even be under the earth, but make sure you mark it so you can find it to have the tank pumped out every 2 to 3 years max.
