1.6 gallon flush problem.

How can I get my toilet to flush properly with only 1.6 gallons per flush???

I'll bet the law makers have toilets that flush with 2.5 gallons or more.

Is there a fix for my toilet or a brand that someone recommends???

Not happy at present.
