You're not going to get it from me either.
What we have here is a difference in codes/requirements in different parts of the country. My experience is in the Wisconsin area, and the vent for the leach field is still a requirement today. (although it doesn't have to be located right at the end of the leach field) In addition, inspection ports are required in the field to check for standing water.
Also, the baffle used in the tank itself is not a seal, and indeed, air can flow from the vent pipe all the way up to the vents on the roof of the house. This is a code requirement, but don't ask my why. Someone has determined that the system must "breathe" right or wrong. My personnal experience was I had to once seal off the vent pipes to prevent the smell from the field/tank from blowing down from the roof vents on the house, ruining a patio party we were having. A couple of garbage bags taped over the vent pipes at the end of the septic field did the job.
As for Tommy's situation, I think your suggestion is a good one. He should check with the local health/county department prior to any changes.
