Halogen lights are brighter than incandescent. But, they have a smaller degree angle (cone). ie) halogens have a smaller "footprint".
Also - you can use either halogen or incandescent or the new fluorescent bulbs in the cans. If you don't like the halogen, replace the bulb. If you use a dmiier, I don't know that you can switch to the fluorescent bulbs.
I used a mix in my basement. The warm fluorescent bulbs are really nice. My 4-bulb fixture is bright!. I usually just use the halogens, and have those dimmed. Put them on a dimmer.
