Turn off water serving this line.

Open tap and/or nipple to drain line.

Get to the hose bib fitting on the outside of the house. There shoould be two screws holding the bib to the house. Back these out.

Go inside the laundry crawl to where the bib is attached to the house's plumbing. If the installer was nice, it's a copper threaded joint. If threaded, simply use two wrenches, one on each fitting, to unscrew the bib from the fitting that's soldered to the house's plumbing line.

Clean the thread, wrap teflon tape around the male threads, and screw on the new bib. Get the orientation right so the tap outside is oriented correctly.

Get the water running again and check for leaks.

If no leaks, replace the two screws that hold the bib to the exterior of the house.

If it's a soldered bib, you can either remove the bib by cutting the copper and remaking the run, or you can heat the soldered joint to remove the bib. If heating, when the solder has melted, tap the bib off the house's plumbing line. Let the copper cool, clean it with emery cloth or equivalent, flux, then resolder the copper you fabricated to remake the joint.

Note: Whenever working on plumbing, consider it an opportunity to add another shutoff valve (full port ball valve) so you can isolate that run if required at a later date.
