outside home waterproofing

Im an home owner who has experienced at least two weeks of water running inthe basement.This past june new york city experienced 16 inches of rain in 2weeks.My problem is the basement of my home when purchased 20 years ago had to be dug deeper to move about more easier. The length was approximatly 2 feet.The inside of the house was water proofed,as for the outside it wasnt.I would like to know the correct procedure to remedy this problem.Can you please give an estimate of the cost.thank you.
