damp crawl space

I am a realtor in South Jersey and have a house that I am selling with a damp or wet crawl space.
We have had about 5 different contractors out all giving different opinions...
The insulation is dripping wet, yet the concrete floor is damp, no standing water. How do we solve the problem of the excessive moisture in the insulation.
Would anyone know or has anyone had this problem before.
We have had remedies suggested from sump pump installed (although absolutely no standing water),vent fans. removing the insulation and putting plastic on the cement as a vapor barrier.
I would really, really appreciate someone with a solution.
