Hi, Marty. Can you get Vise-Grips on the closet bolt nut? My guess is that you might get luck and have the other bolt break as soon as you get a good grip on it and turn. If not, you might be able to loose it a little and then get a hacksaw blade (a broken blade or a new one out of the frame) on it between the nut and washer. Don't forget to replace the wax ring when you reinstall the toilet.
