plastering over wallpaper?

we have an old farmhouse whose dining room has a couple layers of wallpaper, the most recent being made of recycled newspaper (why?!) which our cats absolutely looooove to shred!
we would like to know if anyone has any advice on plastering over the wallpaper....can this be done without buckling? what exactly do we use to cover it over to provide a texture the cats will find unimpressive and a look we will find somewhat mediterranean?
