Actually, I've seen this done twice, but both were done on walls. One was an entire "accent" wall the other was done as wainscoat. The accent wall was done with rectangles of the same length, but random widths and applied to somewhat resemble cedar shakes. The wainscoat was made of random width strips and slightly wrinkled along the length, which gave it the look of wood when done. Both were done using the same process. One coat of poly to seal the wall. Second coat of poly is the "glue"...working in small areas stick bags to wet poly. A 3" paint roller was used to "set" the bags into the poly, work out any air pockets and add more poly at the overlaps. The walls were finished with 2-3 additional coats. You're right, it does have a one of a kind unique look to it. I don't see why a floor couldn't be done this way, as long as you apply enough top coats to seal and build it up to a smooth finish.
