rotten outside window sill

How do i repair my outside window sill. It is rotten on the bottom righthand side about 8 inches.Its so bad that i can see the insulation.Can i cut the soft and rotten wood away .Than replace it with new wood without taking the entire window out, or have the window replaced.Also what type of wood should i use for this.The bottom sill is an 1 1/4 thick.Just installed new shingles and j channel.
