Although you have provided the sizes of what you would like to do, it is still unclear to me, just what the scope of the project is.

I would draw up a set of plans that show just what you want and get three estimates by local contractors to build it,(ask plenty of questions on how they arrived at the price.) Also, it will help you to find out what problems you may run into in your area that you have not thought about.

That should give you an idea of what the project is worth. This number will help you when you go to the bank/finance company.

About the resale value of this work, it will depend on the area you live in and how it is constructed, (materials etc...)

You may want to find something simular to what you want to do in your area and go to your local Inspection Department and look at the property file.

I'm sorry I can't be more clear in your answer but, there are too many questions that need to be resolved.
