What kind of coating/paint would work ???

I have a thick masonite garage door that over the course of time, the paint peeled etc. The surface is now "fuzzy".

I have tried lightly sanding, using oil based primer then the final latex color coat but the stuff keeps coming off every couple of months.

What sort of base coat could I use to stabilize this surface.


(think of the fuzz like you would get if you lightly sanded cardboard)
