In plastic laminate, I think burn marks are permanent. I'm sure somebody will have a better idea, but these look like your choices to me: a. live with it; b. put your toothbrush cup over it; c. replace the countertop; d. stop smoking in the girls room.
Have you checked your hardware store for different kinds of fillers?
