cathy Instead of scrathing the paneling you can buy liquid deglosser. also if you used latex primer or latex paint on top of latex primer this may also be your problem. (Too soft this is why pro painters still use oil based paint on wood house exteriors.) Try an enamel paint gloss or high gloss.
