tape cracks in the ceiling

Shortly after we bought a new home, the tape the contractor used to tape the ceiling to the walls began to crack throughout the house's ceiling. The ceilings have the tape peeling throughout the house. It is not only an obvious eye-sore, but the problem exits throughout the house, we suspect careless work which may need repair. I recommended re-plasteringor re-spakling.(spelling) My husband wants to put up crown--moulding throughout the house in the rooms with the problem. I think it would just cover the tape lines and not really solve the problem. The only strange part of the tape breaking away from the ceilings only occurs to the inside walls. The walls that separate the indoors from the outdoors are not affected. We have asked many locals about the problem, but they have no solution. Would you please give us some suggestions to deal with this problem? We are at our wit's end. Thank you for your help.
