If you catch it early enough use sugar free white soda and stand on a rag to constantly soak it up.

If it's old pee - you're kinda screwed ( i've tried vinegar/water with luck).

that unfortunately (especially if you have or previous owners had a male unneutered cat) is one stench that is damn hard to get rid of.
