garage insulation

I have a garage attached to side of home with a family room above. It is L shaped. On the areas that are outside walls, does the insulation go with the foil face outdoors, or face the inside of the garage. And does the foil on the garage ceiling face to the room above or can you see the foil on the ceiling. right now all foil shows and in the summer it is humid in there and in the fall and winter it has condensation.
