As Georgebeth said, chrome is plated over steel or some other substrate for chrome plated items. Using a mild abrasive like Comet or Ajax, with a lot of water on a sponge will clean the chrome. Try to not get much on your table's laminate surface or scratch that. This will also remove rust. Don't use scouring powder on chrome plated plastic or other soft materials.

If you do have places where the plating has been lost, and you do not want to replate at this time, there is a chrome colored spray paint made by Testor's and available at hobby shops where they deal in model cars and things. This certainly will not replace plating but it will look similar and it will keep the steel from rusting further for a while. Don't use cleaners that are made for automotive chrome if you plan to paint as they may have silicone that will give you big problems with paint.
