Double 220v Breaker

A friend of mine recently purchased an older home(30-35 years) and is doing much remolding.
He had a licensed Electrician do some work.
My question is this. He purchased a new Dryer and plugged it into the receptalce and it won't work. He asked my asked my assistance. Both the Stove and the Dryer go to the same Breaker. It is a double like you use when you are short of openings for 110V. The Stove is wired to the two center Breaker points and the Dryer to the two end. The Dryer posts are dead. If both units are working it would be feeding 440V Is this Safe?
