Vinyl siding will cost quite a bit more, however, since you will also have to install a wood sheathing over the block in order to have something to fasten the vinyl too.
Also, vinyl is not a good choice for areas prone to hurricanes and wind blown rain.
I would suggest you consider a concrete vertical siding made by James Hardie. It will resemble T1-11 yet be far more durable
