Totally different application.
What little I have seen of pool tile, it is used only in two (maybe three) courses around the top of the pool. I believe they use something akin to thinset, but I would bet it is a different formulation than regular floor tile thinset. Remember that the pool tile has to withstand constant immersion in water.
