I did this on a pool in the past. The grout is a mixture of some acrylic floor wax (like Future™), Elmer's white glue, water and grout.

This is a "secret mixture" used in the pool industry. If I remember correctly the mixture is

1 part(s) Acrylic floor wax/glue and 3 parts water.

NOt sure about the proportions, you may want to check at a local pool store.
