As far as a fire issue between house/garage you are right. but that has nothing to do with stairs.
Only walls and ceilings if applicable. Stair codes are fairly easy. 7 3/4" rise 10 treads max./min.
Amanda get the total rise from garage slab to subfloor plus any floor covering like tile or hardwood.E-mial it to me and I will help you out.
