I totally missed the "sets of track lights" You are correct that the dimmer could be severely overtaxed.
However, I am confused by your one statement about "80 percent of the rating to get the actual rating" (I am pharaphrasing) What does the 80% have to do with it? On single phase circuits, volts times amps equals watts. Am I missing something?
