When a house is in really bad shape, there are a couple of considerations. First, is the foundation sound? If the answer is yes, then is the basic structure sound and will it last for another 30-50 years? If the answer is still yes, then the decision point gets more vague, but appearances always have a value in the marketplace. I'd suggest making sure the insulation is appropriate in the walls and attic, then I'd put windows and siding on it along with a new roof, if needed. After these things are done, at least the house will look good from the street.

The other persons suggestion to call a contractor is good, but unfortunately, contractors usually try to make a buck. If the house is in real bad shape, an inspection service, though costly may be the cheapest way to find out what really needs to be done.
