Removing Glue on cement floor

We just removed carpet that was glued down. What is the best way to remove glue? Is there any floor or paint I can just put over it? It seem to be a very stretchy hard glue that was used on an outdoor carpet on laundry floor.
We had water damage from various things and do not want any permanent rug down again but covering this glued floor is a problem.
I once saw plastic connected pieces put in a garage. Is this something for a laundry? It would have to be able to take up incase of problems with water heater, sink or aircondioner.
