Removing Inlaid Flooring.....

If it is the type that is glued down is usually not very easy. You can try cutting it into squares, say 3x3 foot in size, and then use a heavy duty scraper to try to get the floor up. Using a hand held ice scraper might help. What usually happens is you can get the vinyl up ok, but the paper (or asbestos) backing stays glued down.
If the existing flooring is down solid, and is NOT of the cushion type, you could put down 1/4 inch Hardibacker board right over the inlaid, and then install your ceramic tile.
