ice and water shield in Florida

I have just completed an oceanfront home in Florida and my builder put ice & water shield around all of my windows. All windows are impact resistant, made by Simonton, and all have no flange. I am told by an independent "waterproofing" consultant that ice & water shield will break down when exposed to UV for more than 2 weeks and that it will cause a breakdown in the caulking that was used to seal the junction of ice & water shield and window in my case. No metal flashing was used on any part of our windows.
What do I need to do to improve my situation, as far as waterproofing to protect against nor'easters, etc?
